Information requested

All documentation held, including minutes/notes from meetings, correspondence sent and received (including internal), analysis and briefings, which is to/from or mentions Fraser of Allander, from the last month.

I enclose a copy of most of the information you requested.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section s.38(1)(b) (personal information) of FOISA applies. Names and phone numbers of staff below Senior Civil Service have been withheld. There are three further exemptions that apply to some of the material requested. They are: an exemption under section s.27(2) of FOISA (program of research); an exemption under section s.29(1)(a) of FOISA (the formulation or development of government policy); and an exemption under section s.30(b)(ii) of FOISA (the free and frank exchange of views for the purposes of deliberation).

Exemptions s.27(2), s.29(1)(a) and s.30(b)(ii) are all subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption.
