Information regarding the Finnieston building in Glasgow: FOI release

Information requested

I am looking to get information on the 2019 Platform building in Glasgow. The 2.0-acre site in Central Quay was supposed to be a regeneration project to build 498 BTR units – planning permission granted earlier in 2019. A previous FOI stated, " We are currently considering a Building Scotland Fund application for this development."

Can you tell me if this development received any subsidies through the planning process?

Ie. To allow them to work with a heat network? How much financial support did they receive. Did the

Government help them to secure any loans?

The building reached practical completion in October 2023. It has been the same name Platform developer who bought and sold the land from 2019.

Could you please let know what happened with the Building Scotland Fund application?

If it was approved how much money was awarded was it £100 million or if not how much?

And if you can provide any details of the application, I would be grateful.

Is this building supported by the Rental Income Guarantee Scheme (RIGS)?

If so, how does the system work and how much has this developer received?

The developer did not receive any subsidies as part of the planning process; the availability of subsidies or funding is excluded from the planning process. The Scottish Government did not provide subsidies to this development. The Scottish government did not provide help to secure loans.

2- Could you please let know what happened with the Building Scotland Fund application? If it was approved how much money was awarded was it £100 million or if not how much? And if you can provide any details of the application, I would be grateful.

The Building Scotland Fund application was withdrawn before the scheme ended in 2021. No funding was provided through the Building Scotland Fund. Exemptions apply regarding Commercial Interests under s.33(1)(b) and Personal Information under s.38(1)(b) of FOISA regarding the application, as such a redacted version of the application is attached.

3- Is this building supported by the Rental Income Guarantee Scheme (RIGS)? If so, how does the system work and how much has this developer received?

The Rental Income Guarantee Scheme did not receive any formal applications before the Rental income Guarantee Scheme closed. The building was not and is not supported by the Rental Income Guarantee Scheme.
