Information regarding seized Russian oil tanker in the Moray Firth: FOI release

Information requested

1/ The Russian tanker arrested by the USA which is lying in Moray Firth of Scotland, who is responsible for this vessel ?

2/ How long will she be anchored in Moray Firth ?

3/ Who is paying the day rate for the hire of vessels which are standing by the tanker and what are the day rates ?

4/ Who gave permission for the vessel to be taken to Moray Firth and why ?

I will address each question individually.
