The Scottish Government does not have the information you have asked for because the Supporting Transgender Pupils in Schools Guidance (2017) was developed by LGBT Youth Scotland. It was not developed by the Scottish Government.
This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
The Scottish Government does hold some limited information in relation to the process of drafting the guidance which is contained within routine grant reporting documentation from 2017.
