Information requested
Jacobs has recently been commissioned by Tactran to produce a monitoring report for their Regional Transport Strategy (RTS). The RTS includes an Outcome Monitoring Framework, which sets out a range of indicators against which outcomes should be assessed, including some focused on network resilience.
We are therefore looking for any information on the number of road closures per year on the strategic road network within the Tactran region. Time-series data from 2019 through to 2025 would be ideal.
You confirmed that you were looking for the number of road closures per year on the strategic road network within the Tactran region, specifically where the closure was due to adverse weather or incidents, for the years 2019 to 2025 inclusive
On 24 February 2026 you clarified the areas to be:
- M9 – Between the Stirling Local Authority Boundary (Tor Burn) and Kier Roundabout
- A9 – Between Kier Roundabout and the Perth & Kinross Local Authority Boundary (north of Drumochter)
- M80 – Between Pirnhall/Bannockburn Interchange and the Stirling Local Authority Boundary (south of Northfield Farm)
- A82 – Between Inverarnan and the Stirling Local Authority Boundary (north of Clifton)
- A84 – Between Craigforth Interchange and Lochearnhead
- A85 – Between Crianlarich and Crieff Road Roundabout (Perth)
- M90 – Between Broxden Roundabout, Barnhill Junction, and the Stirling Local Authority Boundary (Keltybridge)
- A90 – Between Barnhill Interchange and the Angus Local Authority Boundary (River North Esk)
- A92 – Between Scott Fyffe Roundabout and the Tay Road Bridge
- A972 – Between Forfar Road Crossroads and Scott Fyffe Roundabout

Responsibility for the roads listed above is split between 3 Operating Companies, Amey NE, BEAR Scotland NW and SE.
Please see Annex A to this response for information for the SE trunk road network, Annex B for the NE trunk road network and Annex C for the NW trunk road network.
An exemption under section 38(1)] of FOISA applies to some of the information you have requested because it is personal information of a third party and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exception is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exception.
