Transport Scotland - Meteorological instrumentation information: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

1. A list of all meteorological and Road Weather Information System (RWIS) instruments currently in use, including:

  • Instrument type
  • Manufacturer
  • Model
  • Quantity deployed
  • Maintenance contract area in which each type is installed

2. Details of the current supplier(s) of these instruments, including:

  • Contract start and end dates
  • Procurement route used (e.g., framework agreement, open tender, direct award)
  • The name of any framework agreement utilised

3. The estimated annual spend on meteorological instrumentation supply and maintenance.

4. Any published technical standards or specifications that suppliers must meet for the provision of RWIS or meteorological equipment.

5. Any planned re-procurement exercises, framework renewals, or upgrade programmes relating to meteorological instrumentation within the next 24 months.

6. The name of the department, team, or role responsible for the specification and procurement of meteorological and RWIS equipment, together with a suitable contact email address for supplier engagement (a generic or shared mailbox address is acceptable).

In respect of Q3: The estimated annual spend on meteorological instrumentation supply and maintenance, we consider that this information is exempt under section 33(1)(b) of the Freedom of Information (Scotland) Act 2002, as disclosure would, or would be likely to, prejudice substantially the commercial interests of Transport Scotland's Operating Companies and DBFOs. The information contains commercially sensitive details, and release would be likely to disadvantage the organisation in a competitive environment. Having applied the public interest test, we conclude that the public interest in transparency is outweighed by the need to protect legitimate commercial interests.
