Information requested
I would like to request the following information regarding the Place Based Investment Programme.
Specifically, I would like to request:
1. A list of all Scottish local authorities that have received funding through the Place Based Investment Programme since its inception.
2. The total amount of funding allocated to each local authority, broken down by financial year where possible.
3. If available, a breakdown of allocations by project or funding stream within each local authority area.
4. Any summary documents, evaluation reports, or internal monitoring data that outline how funding distribution decisions between local authorities are made.
If some of this information is already publicly available, I would be grateful if you could direct me to the relevant links or publications.
I would prefer to receive the information in electronic format.
Response
I enclose all the information you requested, as Annexes to this letter, in the format you asked for. Before explaining the enclosed Annexes, and by way of context, I thought it helpful to let you know that the Place Based Investment Programme (PBIP) was established in 2021 with an intended capital budget of over £300 million as a 5 year commitment (from 2021 to 2026) to accelerate ambitions for place, 20-minute neighbourhoods, town centre action, community led regeneration, and community wealth building and action.
PBIP comprises of the following:
1. continued delivery of the Regeneration Capital Grant Fund (RCGF);
2. annual funding allocated directly to Scotland’s 32 local authorities, based on a distribution methodology agreed by COSLA Leaders and Scottish Ministers; and
3. continued support for Clyde Gateway URC (Urban Regeneration Company), a key regeneration partner in delivering large scale physical, social and economic transformation across the Glasgow City and South Lanarkshire Council areas.
COSLA and Council Leaders also agreed that PBIP funding will help to tackle net zero, wellbeing, inclusive economic development, inequality, and disadvantage, whilst also enabling community involvement and ownership.
With regard to Questions 1, 2 and 3 please note that the following information is provided in the enclosed Annexes, differentiated by funding type, from the year PBIP was established:
1. Annexe 1: a list of annual RCGF grant funding awards for the projects being supported.
2. Annexe 2: a list of the direct annual PBIP grant allocations awarded to each of Scotland’s 32 local authorities, broken down by financial year since this funding stream was introduced. Each of the local authorities then determine how they wish to manage their annual allocation to best meet the aims and objectives of the fund.
3. Annexe 3: a list of the annual core funding (both capital and revenue) provided for Clyde Gateway URC.
With regard to Question 4 in which you request confirmation of how funding distribution decisions between local authorities are made, the answer to this is as follows:
1. RCGF - the fund is open to all local authorities and Clyde Gateway URC to apply to via a competitive two-stage application process. Applications are assessed by an independent assessment panel with recommendations made to Ministers on the projects to be awarded funding. The panel is chaired jointly by the Scottish Government and COSLA.
2. PBIP - the annual grant allocations to Scotland’s 32 local authorities are determined by a distribution methodology agreed by COSLA Leaders and Scottish Ministers, with 80% distributed based on the total population and number of towns and 20% distributed based on deprivation.
