Information requested
You asked for information related to commitments made in the 2021 SNP manifesto.
To confirm, the Scottish Government does not track progress against the manifestos of political parties but rather against its Programme for Government, which is set by the elected government of the day.
However, in an effort to be as helpful as possible, I have provided the Scottish Government’s response to each of your queries where information exists on how each pertains to equivalent work by the government. While these may not be an exact match however, I hope they will suffice to meet your request. The detailed responses to each of your queries are provided in the annex to this document.
Response
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under FOISA apply to that information – specifically sections 12 (Excessive cost of compliance) and 25(1) (Information otherwise accessible). The reasons why these exemptions apply are explained below and are specifically addressed for each of your queries in the Annex to this letter.
Section 12 of FOISA – Excessive cost of compliance
In this instance the costs of locating, retrieving and providing some of the information requested would exceed the upper cost limit of £600. This is because the cost of searching, sifting and redacting the requested information would likely exceed the upper cost limit. Under section 12 of FOISA public authorities are not required to comply with a request for information if the authority estimates that the cost of complying would exceed the upper cost limit, which is currently set at £600 by Regulations made under section 12.
You may, however, wish to consider reducing the scope of your request in order that the costs can be brought below £600. You may find it helpful to look at the Scottish Information Commissioner's website at https://www.foi.scot/ .
Section 25(1) of FOISA – Information otherwise accessible
Some of the information you have requested is publicly available – I have provided links to the relevant sources in our response to each of your queries as set out below in the Annex. Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the websites listed, then please contact me again and I will send you a paper copy.
