Al email correspondence sent to or by the Cabinet Secretary for Health and Social Care, or his officials, regarding the selection of Wester Hailes Healthy Living Centre in Edinburgh as the first GP walk-in centre- since 1 November 2025.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under sections s.29(1)(a) (policy formulation), s.30(b) (free and frank provision of advice or exchange of views) and s.38(1)(b) (personal information) of FOISA apply to some of the information.

Sections s.29(1)(a) (policy formulation) and s.30(b) (free and frank provision of advice or exchange of views) apply as the documents within scope form pre-policy advice to ministers and disclosure would likely inhibit substantially the free and frank provision of advice.

Sections s.29(1)(a) (policy formulation) and s.30(b) (free and frank provision of advice or exchange of views) are subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption.
