Cabinet Secretary for Climate Action and Energy’s Japan trip: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.

Information requested

1. Please provide a copy of the draft Ministerial programme for the visit to Japan in September 2025, which was shared by Scottish Enterprise with the Scottish Government on 9th July 2025.

2. Please provide a copy of the Cabinet Secretary’s final itinerary for the Japan event in September 2025.

Response

I enclose a copy of some of the information you requested. Please find attached a copy of an initial document sent from Scottish Enterprise to ourselves in July providing examples of what activity could be undertaken across the Cabinet Secretary's visit. We have searched our emails to verify an email sent on the 9th of July, but cannot see one on that specific date as it is now outwith the 3 months required to retain routine emails. We have found the attached document, which was initially shared by Scottish Enterprise with the Scottish Government in July, which I trust covers the remit of your request.

Some of the information you have requested is available from the Scottish Government website, and can be found via the following link Details of the Cabinet Secretary for Climate Action and Energy's trip to Japan: FOI release - gov.scot. Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the website listed, then please contact me again and I will send you a paper copy.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section s.38(1)(b) of FOISA applies to that information. The reasons why that exemption applies are explained below.

Exemptions under section s.38(1)(b) (personal information) of FOISA applies to some of the information you have requested. This pertains to all personal information of civil servants and other stakeholders.

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
