Body-worn video cameras for Police Scotland materials: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

This request relates to body-worn video (BWV) cameras for Police Scotland.

1. Copies of any minutes, notes, agendas, or records of meetings held during 2025 by the following governance SG teams at which body-worn video cameras were discussed:

POLICE CONDUCT POLICY, FORENSICS AND BUSINESS SUPPORT

POLICE SPONSORSHIP AND GOVERNANCE

2. Confirmation of whether any specific meetings were convened during 2025 by either of these groups to discuss:

  • the roll-out of body-worn video cameras,
  • delays to national deployment,
  • resourcing, funding, or delivery timelines for BWV.

If so, please provide copies of the relevant minutes or records.

3. Confirmation of whether either of these groups reports to, or provides assurance to, any wider governance, oversight, or programme board relating to Police Scotland technology or operational reform, and if so:

  • the name of the relevant group(s), and
  • copies of any minutes from 2025 where body-worn video cameras were discussed.

Response

Following a search of our records, we can provide the following information.

Officials within the Scottish Government’s Police Division conduct regular (6 weekly) engagement meetings with Police Scotland for updates on the roll-out of body worn video in Scotland. These are brief, informal meetings and do not have agendas or minutes taken. These regular meetings do not report into wider governance structures, and function as a means of information exchange on day to day business.

Accordingly, this is a formal notice under section 17(1) of FOISA that the Scottish Government does not hold the information you have requested.

As your request relates in part to the governance structures of Police Scotland, you may be interested in the following information.

The Scottish Police Authority (SPA) has responsibility for the governance, oversight and administration of the Police Service of Scotland, including for the rollout of body worn video. Within Police Scotland, the Transformation Board is the forum which provides oversight to the body worn video rollout.

You may wish to contact Police Scotland or the SPA directly for further information relating to the governance of technology or operational reform at Police Scotland.
