Scottish Government bonds programme information: FOI release

Information requested

Please provide all documents, analysis, modelling, briefings, advice, correspondence, minutes, and internal discussion papers that relate to the assessment of a retail bond option.

This should include, but not be limited to:

• Any analysis or assessment of demand for a retail bond among Scottish-domiciled individual investors or institutional investors.
• Any modelling of expected uptake, pricing, maturity structure, administrative costs, or delivery mechanisms for a retail bond.
• Any comparison between a retail bond option and issuing bonds via international or wholesale financial markets.
• Any legal, regulatory, operational, or administrative analysis used to rule out a retail bond option.
• Any advice received from external advisers, including EY, or from the Scottish Government Investor Panel, that relates specifically to retail bonds.
• Any internal conclusions, recommendations, or decision papers explaining why a retail bond was not pursued.
