Information request and response under the Freedom of Information (Scotland) Act 2002
Information requested
Please provide all documents, models, briefings, analysis, and advice that set out the Scottish Government’s evaluation of the benefits of foreign direct investment arising from, or associated with, the bond programme.
This should include, but not be limited to:
Any economic models, analytical frameworks, or quantitative assessments used to estimate the benefits of foreign direct investment.
All assumptions underpinning these models. Including assumptions relating to capital inflows, profit repatriation, long-term economic effects, fiscal impacts, or the impact on Scotland's sectoral balances. Specifically, Scotland's domestic non-government sector.
Any sensitivity analysis, internal critique, challenge papers, or dissenting views relating to the foreign direct investment assumptions.
Any documents that explicitly link the issuance of Scottish Government Bonds to increased foreign direct investment outcomes.

Under Section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the websites listed, then please contact me again and I will send you a paper copy.
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under Section 38(1)(b) (personal information) of FOISA applies to that information. The personal information of Scottish Government staff below the Senior Civil Service have been withheld.
This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption.
