Information request and response under the Freedom of Information (Scotland) Act 2002
Information requested
The following information held by the Scottish Government regarding the Mental Health & Policing Partnership Delivery Group for the period 1 January 2024 – present:
1. All dashboards, performance reports, KPIs, and monitoring data considered by the Group, including any routine or ad-hoc data updates.
2. Any Scottish Government or Police Scotland statistical briefings prepared for the Group, including demand summaries, incident statistics, performance trend analysis, or internal data reports.
3. Any evaluation reports relating to crisis response, mental-health-related policing demand, or multiagency mental-health interventions considered by the Group.
4. Any forecasting models, modelling outputs, or analysis relating to:
- police time spent in hospitals
- delays caused by NHS handover
- crisis call volumes or incident trends
- anticipated future demand pressures
5. Any demand projections produced for the Group relating to mental-health-related incidents, repeated crisis callouts, or multi-agency responses (including any SG or Police Scotland correspondence accompanying these projections).
Response
I enclose a copy of most of the information you requested. Whilst our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because of an exemption under the following regulations:
- Section 38(1)(b) - Personal information.
- Section 29 (1)(a) – Formulation or development of Scottish Government policy
The reasons why these exemptions apply are explained in ANNEX A to this letter.
You will note that in Annex B, all the information which falls within the scope of your request has been listed under Q.3. Please note that the questions as you have drafted them are interlinked and relate to data. This means that the documents released are relevant to more than just Q.3, but have been deemed most relevant to that question and so have been listed under Q.3 in Annex B. The information contained in this FOI is all the information that has been supplied to the PDG by Police Scotland and all the information held by the Scottish Government in relation to all the questions you have asked.
Additionally, you may find it helpful to know that the Scottish Government does not gather or hold data/information on mental health related policing demand, as this is something gathered and held by Police Scotland. The Mental Health Partnership Delivery Group has made a series of collaborative commitments across a range of priority thematic areas, including Data, Evidence, Benchmarking, and Improvement. The collaborative commitments plan sets out these commitments, and the organisation/group responsible for leading on their delivery.
