Information requested
In each of the calendar years 2022, 2023, 2024 and 2025 to date: how many drivers of Ministerial cars have received speeding tickets while driving Ministerial cars, and how many speeding tickets have been issued per driver. Please also confirm which Minister they were driving, if any, when tickets were issued.

Please also confirm which Minister they were driving, if any, when points were issued.
In each of the calendar years 2022, 2023, 2024 and 2025 to date: how many Ministerial cars have received parking tickets, and how many parking tickets have been issued per driver. Please also confirm which Minister was being transported when a parking ticket was received.
Response
While we aim to provide as much information as possible, in this instance the Scottish Government does not hold some of the information you requested.
Information for the calendar year 2022 is not available, as it was routinely deleted in line with our standard records management practices before the date of your request.
We do not hold details of which Minister was being transported at the time of any alleged speeding or driving offence and/or potential parking violation.
Under our “Safer Driving at Work policy”, anyone driving on official business must be formally authorised. This means completing a self-declaration form annually which identifies any penalty points and grants authority for SG to undertake licence checks directly with the Driver and Vehicle Licencing Agency. All staff are required to co-operate with this procedure and notify line managers of any changes which affect their status as an authorised driver.
However, we don’t keep a central record of how many drivers have received penalty points while driving officially, or details of the points or reasons for them.
This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have some of the information you requested.
Below is a list of all Notices of Intended Prosecution (NIP’s) for alleged speeding and potential parking violations, issued per driver for the calendar years 2022, 2023, 2024 and 2025 (up to 26 November 2025).
