You asked that we – “Please supply me with all hybrid working 'team agreements' in Public Service Reform Directorate”.

Scottish Government Hybrid Working Policy                             

Directorate for Public Service Reform Implementation Agreement                                                                              

Purpose: To implement the Scottish Government’s new Hybrid Working Policy with common sense and kindness in a way that works for the staff of the directorate for Public Service Reform.

Recognising that the organisation is implementing a target of 40% in person working, the core activities that we will be expected to follow are:

  • Attend in-person Directorate sessions, scheduled once per month on a Thursday with location alternating between Atlantic Quay and St Andrews House. Directorate sessions will not be hybrid-enabled to prioritise meaningful in person engagement. The BMU will plan and communicate the topics and expectations for these sessions in advance, consulting on a forward plan of activity, learning, practice sharing, policy discussion etc.
  • Attend full unit meetings in person once per month. Unit Heads can choose to align these meetings with the scheduled inperson Directorate events on the same day. Unit heads, working with teams, will ensure that these meetings provide a valuable opportunity to build collaboration, co-operation, work planning, and teamwork.
  • Attend one in person anchor day each week, with a presumption of being based in contractual location unless otherwise agreed, to maximise impactful in-person collaboration. Work together to make best of this time to make connections, build relationships across the directorate, meet in person with wider colleagues and focus on collaborative activity. The directorate will secure, where possible, desk space and meeting rooms for collective use. Together we will consider what activities and behaviours will make this most time effective. This day will be piloted as a Thursday, and no directorate wide change will be made to that without directorate discussion and 1 month lead time.
  • Spend an additional 20% of contracted time in person with team or stakeholders or working alongside others out with the directorate. Logistics to be agreed at a Unit level.
  • Use advance planning and clear communication to manage exceptions and respect colleagues’ time and circumstances by ensuring meetings are hybrid-enabled where appropriate.
  • Ensure diaries are up to date with working location, travel time and protected time to support the respectful and efficient scheduling of meetings and other commitments.
  • Allow for individual adjustments to be made in discussions with line managers and agreed through the employee passport process to support a fair and consistent approach.
  • Keep the agreement under review with regular check-ins across the directorate to allow staff frequent points to feedback on the process. Update the agreement if directorate/unit expectations or team needs change
