Information requested

"In answer to a written Parliamentary Question (ref: S6W-27249), Gillian Martin MSP stated that: The Scottish Government has committed to developing a Just Transition Plan for the Mossmorran industrial complex, work will commence in early 2025.

1) How many meetings has Gillian Martin MSP had with (a) Scottish Government officials, and/or (b) external stakeholders, where the development of a Just Transition Plan for Mossmorran Industrial Complex was discussed since 1 January 2025.

2) In response to (4), if there were meetings, please provide the dates, attendees, agenda and minutes of those meetings.

3) How many meetings have Scottish Government Ministers other than Gillian Martin MSP had with (a) Scottish Government officials, and/or (b) external stakeholders, where the development of a Just Transition Plan for Mossmorran Industrial Complex was discussed since 1 January 2025.

4) In response to (3), if there were meetings, please provide the dates, attendees, agenda and minutes of those meetings.

5) How many Scottish Government officials are working on a Just Transition Plan for Mossmorran Industrial Complex?"

Response

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

Q5) No meetings have been held on this topic. This work was delayed in order to be reconsidered following learnings from forming the Grangemouth Just Transition Plan.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have the information you have requested.
