Information request and response under the Environmental Information (Scotland) Regulations 2004.
Information requested
1. Please could you advise on the total cost of administration/implementing signs etc for the new 20 mph speed limits in towns/villages throughout Scotland in 2025?
2. Please could you advise on pedestrian fatalities from vehicles within towns/villages in the last 5 years?
3. Please could you advise on driver fatalities within towns/villages in the last 5 years?
Response
1. In 2025/26, £12,495,710 has been forecast to support local authorities with the implementation of 20 mph speed limits in their areas.
2. The requested information is provided within Table 1 of the enclosed Annex A document (titled Table 1 pedestrian road fatalities). This provides data on the number of fatalities of pedestrians on built-up roads in Scotland. Built-up roads are classed as roads with a speed limit of 40 mph or less. The information is broken down by road speed limit and year, for the years 2020 to 2024.
3. The requested information is provided within Table 2 of the enclosed Annex A document (titled Table 2 driver fatalities). This provides data on the number of fatalities of drivers on built-up roads in Scotland. Built-up roads are classed as roads with a speed limit of 40 mph or less. The data does not include pedal cyclists or motorcyclists, in line with our interpretation of the request for “drivers”. The data does, however, include fatalities for all occupants of the vehicle, not necessarily just the individual driving the vehicle. The information is broken down by road speed limit and year, for the years 2020 to 2024.
