Information requested
1. may I ask if the Scottish Govt have also decided what specific data/reporting is need to later evidence that an establishment which secured a grant etc., later achieved net zero.
2. I am aware utility suppliers' bills could confirm things but perhaps the Scottish Govt have set up some kind of online database where each net zero establishment can log in and provide details of its 'cleaner' operation.
Response
The answer to your question is as below:
1. Under the Green Public Sector Estate Decarbonisation (GPSED) funding schemes, which include Scottish Central Government Energy Efficiency Grant Scheme, Scotland’s Public Sector Heat Decarbonisation Fund, and the Scottish Public Sector Energy Efficiency Loan Scheme, every funding recipient is required to submit a report upon completion, which requires inclusion of lessons learned throughout the project, an overview of the chosen procurement route, an overview of the governance arrangements and inclusion of predicted project outcomes such as energy consumption savings, carbon savings and energy cost savings.
There is typically a twelve month period following project completion before actual representative performance data becomes available. During this time, data gathering continues post project to evaluate progress toward Net Zero objectives. This process ensures that we capture both projected and actual performance data.
Assessment of these projects will remain ongoing beyond the current government’s term to ensure long term alignment with Scotland’s Net Zero commitments. 2. The Scottish Government does not operate an online database where each grant recipient can log in and provide operational details.
