Scottish Government funding committed to all City Region Deals and Regional Growth Deals: FOI release

Information requested

1. The total amount of Scottish Government funding committed to all City Region Deals and Regional Growth Deals to date.

2. The total amount of Scottish Government funding that has been spent or drawn down to date for these deals.

3. The remaining amount of Scottish Government funding still to be paid (i.e., outstanding commitment) for these deals.

If possible, please provide this information:

1. Broken down by individual deal (e.g., Glasgow City Region, Edinburgh & South East Scotland, Tay Cities, etc.).

2. As at the most recent date available (please specify the date in your response).

I enclose a copy of most of the information you requested in the format you asked for. Please see attached Annex A. Financial commitments and draw down to date are as of the end of Quarter 2 in the current financial year (2025/26).

An exemption under section 17 (Notice that information is not held) of FOISA applies to some of the information you have requested. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information in the format you have requested. The reasons why we don't have the information in the format requested are explained below.

Scottish Government acts as the Accountable Body for all City Region and Regional Growth Deals spend. This means that Deal funding is managed as one overall pot which is allocated and drawn down against each financial year. Due to the dynamic nature of Deals delivery and the fact that many Deals projects are funded via a mix of Scottish Government and UK Government funding, we are unable to provide a Deal level breakdown of the draw down to date by Government until project and Deal closure, when a full financial reconciliation can be undertaken. However, we have provided the total draw down to date for each Deal.

Subsequently, the above also applies to our ability to the provide the remaining financial commitment for each Government. However, we have provided the total remaining financial commitment under each Deal.

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
