Details of meetings with Shetland Island Council on self-determination: FOI release

Information requested

• The date and time of a meeting between Scottish Ministers and Shetland Islands Council representatives referenced in documents released under FOI request ref. 202100142624;
• Date and time of any follow up meetings;
• Any minutes or correspondence relating to such meetings;
• Any further discussion with Shetland Council on the subject of self-determination between the date of FOI request ref. 202100142624 (22 January 2021) and your request (15 October 2025).

Response

Following correspondence dated 6 October 2020 released in response to FOI request ref. 202100142624, a meeting between Scottish Ministers and Shetland Islands Council took place on 24 November 2020. It was scheduled to start at 14:30. A copy of the minutes is enclosed at Annex A.

A follow-up meeting between Scottish Government officials and Scottish Islands Council representatives took place on 10 May 2021. A copy of the minutes is enclosed at Annex B.

Copies of additional correspondence between the Scottish Government and Shetland Islands Council falling within the period set out in your request and pertaining either the above meetings or the subject of self-determination are enclosed at Annex C.

An exemption under section 38(1)(b) (personal information) of FOISA applies to a small amount of the information you have requested because it is personal data of a third party, including names and contact details of junior officials in both the Scottish Government and Shetland Islands Council. Disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
