Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
1. How many people have been affected by 2015 Remedy Remediable Service (RSS)?
2. How many of these people, by each respective service, have retired since the scheme was judged to be illegal? Can you detail the number of people who have retired since the ruling by each calendar year.
3. How many people have received their RSS statement? Again can you break this down by calendar year and each specific service.
4. How many new staff have been recruited to support RSS?
5. How many staff are actively working on RSS? By this I mean those staff who spend at least 50% of their time on RSS.
Response
1. Approximately 215,000 members are eligible for the 2015 Remedy.
2. The requested data is held; however, it is not readily extractable in a secure and reportable format. While SPPA systems can identify individuals who retired within the relevant timeframe, determining whether those individuals are impacted by the Remedy would require a manual review of each record, including service history and other eligibility criteria.
This level of analysis is resource-intensive and would exceed the cost threshold set under Section 12 of the Freedom of Information (Scotland) Act 2002, which allows public authorities to refuse requests where the cost of compliance would be excessive.
You may wish to consider refining or narrowing the scope of your request to bring it within the statutory cost limit. However, please note that even a significantly reduced request - such as one focusing on a single scheme or a single year - may still exceed the applicable threshold due to the complexity and volume of information involved. We suggest limiting the request to a single day/week and scheme to bring this below the threshold.
3. Members who are due to receive a Remediable Service Statement (RSS) are due one either because they are retiring (we call these Deferred Choice) or because they have already retired (we call these Immediate Choice).
For Immediate Choice, the following RSS have been issued:
2024:
Police: 108
2025 (as of 12 October 2025):
Police: 4,591 retired members have been sent their RSS
Fire: 0 retired members have been sent their RSS
NHS: 6,663 retired members have been sent their RSS
Teachers: 1,765 retired members have been sent their RSS
For Deferred Choice, the following RSS have been issued:

2024:

Fire: 235
NHS: 435
2025 (as of 12 October 2025):
Police: 467
Fire: 117
NHS: 748
Teachers: 26
4. SPPA recruits staff across a range of teams, many of whom contribute in some capacity to the delivery of the Remedy programme. Remedy related work is not limited to a single business area. Since 2015, 233 staff members have been recruited to support the Remedy programme either directly or indirectly.
5. 64 members of staff currently work on tasks related to RSS at least 50% of their time.
