Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
On 7th October 2025, the Scottish Government published ‘Ending conversion practices in Scotland - consultation analysis: SG response’.
The report included the following section:
11. Through analysis of responses and extensive engagement with stakeholders, we recognise that there are specific parts of our proposals where it would be helpful to reassert our intentions and rationale, and also to share how we are considering feedback to further develop and refine our proposals.
We request the following information from the Scottish Government:
1. Which individuals were included within the stakeholder engagement events?
2. Which groups were included within the stakeholder engagement events?
3. Dates of stakeholder engagement events.
4. Details of processes to select specific stakeholders.
5. Details of how, where and when requests for stakeholder engagement were circulated.
6. Minutes of all meetings held with stakeholders.
Response
We have interpreted your request as referring to stakeholder engagement activity that has taken place after the close of the public consultation. It may be helpful to note that no formal stakeholder engagement events have been held post-consultation. However, in order to provide additional context and information where possible, we have interpreted the request as referring to stakeholder engagement more broadly.
Our response to each of your questions is set out below.
1.Which individuals were included within the stakeholder engagement events?
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 38(1)(b) of FOISA (personal information) applies. This exemption applies because the information is personal data of third parties, and its disclosure would contravene data protection principles set out in the UK General Data Protection Regulation and the Data Protection Act 2018.
2. Which groups were included within the stakeholder engagement events?

Additionally, redacted minutes of other relevant engagements are being released alongside this response. These redactions have been made in line with section 38(1)(b) of FOISA (personal information), as the information relates to identifiable individuals. Redactions have been made in line with Section 30(b) ii – Free and frank exchange of views, Section 29(1)(a) – formulation or development of government policy and further redactions for information that is out of scope of the request.
