Transport Scotland A77 road information – Turnberry to Girvan: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

I’m wondering if you would be able to share some information on the A77 between Turnberry and Girvan.
We are looking to do a feasibility assessment for large vehicle access off the A77 close to Girvan and would appreciate if we could have access to the following information:

  • Traffic statistics on the road, ideally broken down into half – hourly / hourly data. (Can we have this data from Ayr to Girvan on the A77)
  • Any road layout drawings you have for that stretch of road.
  • Any service drawings you have for the area.
  • Any records you have documenting works carried out on the road – resurfacing, underground services etc.

Response

1. You requested traffic statistics on the road, ideally broken down into half – hourly / hourly data. (Can we have this data from Ayr to Girvan on the A77)

Please see Annex A to this response for derails of traffic statistics from Ayr to Girvan on the A77.

2. You requested any road layout drawings for that stretch of road.

While our aim is to provide information whenever possible, in this instance transport Scotland does not have the information you have requested.

Transport Scotland does not have the information you have asked for because our Operating Company, Amey, who manage and maintain this section of the trunk road network on our behalf, do not hold road layout drawings which are not part of design packs for planned works.

This is a formal notice under section 17(1) of FOISA that Transport Scotland does not have the information you have requested.

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.

3. You requested any service drawings held for the area.

Amey advise the drawings held by them are no longer valid as they expire after 28 days. You may wish to request this information directly for the individual utility owners which is available free of charge.

4. You requested records documenting works carried out on the road – resurfacing, underground services etc.

Please see Binders 1 - 3 to this response for the design drawings of resurfacing schemes between Turnberry and Girvan and the corresponding PU drawings for these schemes. Please be advised that the PU drawings are out of date. You may wish to contact the utility companies themselves for current plans.

An exemption under section 38(1)(b) of FOISA applies to some of the information you have requested as it contains personal data relating to a third party. This information is exempt from disclosure under section 38(1)(b) of the Freedom of Information (Scotland) Act 2002, as disclosure would breach the data protection principles outlined in the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018.

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
