Amazon Web Services (AWS) spend: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

1. For each of the last five financial years provide the total value of all contracts, framework agreements, or direct expenditure with:

  • Amazon UK Services Ltd
  • Amazon Web Services (AWS) UK or EU entities
  • Any other Amazon group companies operating in the UK.
  • EBay

2. A breakdown of this expenditure by contract or project (where available), including:

  • The contract title or description
  •  The start and end dates
  •  The total value (or estimated total value) of the contract.

Response

1. A search was carried out across the Scottish Government's Accounts Payable finance systems and the electronic Purchasing Card system (ePC). The ePC card is used to make low value ad-hoc payments when there is no formal contract in place.

For the purpose of this response, 'the last five financial years' has been interpreted as financial years starting 1st April 2020 and ending on 31st March 2025. The search focused on suppliers containing the terms “Amazon”, “eBay”, “Amazon Web Services” and “AWS” to identify any relevant purchases. The review identified spend under the ePC system which are detailed in the table below.

2. Scottish Government do not have contracts or framework agreements with eBay or Amazon but do have a contract in place with Amazon Web Services.
