Cabinet Minister discussions relating to Government Expenditure and Revenue Scotland (GERs): FOI release

Information requested

Under the Freedom of Information (Scotland) Act 2002, I am requesting the following information for the month of August 2025:

1.Dates and details of any meetings of the Scottish Cabinet or Cabinet sub-committees at which the 2024-25 Government Expenditure and Revenue Scotland (GERs) report, or matters relating to it, were discussed.

2. Copies of all briefing papers, presentations, or reports provided to Cabinet Ministers for these discussions.

3. Copies of minutes, notes, or official records of the discussions, including any decisions or agreed actions arising from them.

4. Copies of any correspondence (emails, letters, or messages) between Cabinet Ministers, or between Ministers and senior civil servants, where the GERs 2024-25 figures or narrative were discussed.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have all of the information you have requested in your request.

There was one meeting of the Scottish Cabinet between 1 August and 14 August 2025 (the date of your request). No Cabinet Sub-Committee meetings took place during this period. Cabinet minutes provide a full account of actions but are not a verbatim record. As such, it is not possible to determine with certainty whether a particular topic or matters related to it were discussed at Cabinet. Cabinet discusses Scotland’s fiscal position on a regular basis.

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.

This request has been interpreted as referring to correspondence between Scottish Government Cabinet Ministers or between Scottish Government Ministers and senior civil servants.
