Response

I enclose a copy of most of the information you requested. However, you may wish to contact Scottish Enterprise at FOI@scotent.co.uk who may be able to help you further.

Some of the information you have requested is available from public sources. Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the website(s) listed, then please contact me again and I will send you a paper copy.

S.27(1) has been applied to two documents are they are in draft. The Scottish Government Social Research Publication Protocol confirms that externally commissioned Social Research should be published within 12 weeks of being signed off by the project manager, which is scheduled to take place by the 20 October 2025 contact close date.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemptions under sections s.38(1)(b) of FOISA applies to that information. Personal information is contained within the below documentation and has been redacted.

An exemptions under sections s.33(1)(b) of FOISA applies to some the information you have requested. Commercially sensitive details—such as contract values, investor discussions, and pipeline forecasts were disclosed by founders on the condition of anonymity, and have therefore been redacted.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. We recognise that there is some public interest in release because of the Interest in open and transparent Government. However, this is outweighed by the public interest in Commercially sensitive details—such as contract values, investor discussions, and pipeline forecasts— were disclosed by founders on the condition of anonymity, and have therefore been redacted.

Due to the size of some of the documentation and the volume of information that is out of scope exerts have been provided. The heading of each of the relevant annexes indicates which this applies too.
