Why there are 11 flag of convenience vessels fishing our EEZ and landing directly to the EU market place missing off the economic link quota payback list.

Response

You provided the names of those eleven vessels which you set out did not comply with the landings condition of the Scottish economic link and have made no quota payback consequently. I have listed them in a table below.

The last two columns notate if the named vessel met the landings condition of the Scottish economic link; 1= complied and 0= did not comply.

The first 10 vessels, each notated with 0 in the last two columns, did not meet the landings condition in either year, however they all made quota paybacks in each instance. This information is publicly available and has been provided to you in previous correspondence. I wish to be quite clear that, in making a quota payback, these vessels complied with the Scottish economic link.

The next 10 vessels met the landings condition, i.e. each landed more than 55% of its total landings (of the 8 named species) into Scottish ports, and complied with the Scottish economic link.

The final vessel (Ayr Dawn) has not been Scottish administered since 2012. Therefore, it is not the Marine Directorate’s responsibility to monitor and enforce the vessel’s compliance with the economic link policy of its administration.
