May I have a copy of all briefing notes, speaking notes, emails and other written communication, including Whatsapp and text messages, to and from the Cabinet Secretary for Health Neil Gray relating to improvements at Stracathro Hospital in Angus, Perth Royal Infirmary, and Queen Margaret Hospital in Fife, between January 1 2025 and July 30 2025.

Section 25(1): Information otherwise accessible

An exemption under section 25(1) of FOISA applies to some of the information you have requested. Section 25(1) of the Freedom of Information (Scotland) Act 2002 (FOISA) exempts information from disclosure where the requester can reasonably obtain the information without asking for it under FOISA.

This includes information already published on the Scottish Government website and Scottish Parliament website. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
