You stated:
A speed camera has been sited on Liberton Gardens near the junction with St Katherine’s Brae.
Can you provide the data statistics that are legally necessary to justify the siting of a camera in that location? The guidelines state there should be a minimum of injury collisions in the five years prior to the decision.
Response
Across Scotland, safety cameras are deployed through the Scottish Safety Camera Programme primarily where they have the greatest potential to reduce injury collisions and where there is evidence of both collisions and speeding. An annual site prioritisation process is undertaken each year to determine new safety camera sites across our road network. This national exercise acts to ensure the right camera technology is in the right place at the right time. It involves a range of partners including the three regional safety camera units, all thirty-three road authorities and Police Scotland, and acts to identify potential new camera sites which meet the minimum criteria, while at the same time assessing the performance of existing enforcement strategies.
The site at Liberton Gardens was identified in 2015 as having 2 serious and 6 slight collisions. Since 2016, frequent enforcement has taken place using a mobile enforcement vehicle. Although speed and collision trends were reducing, speed compliance was poor throughout the day and potentially outwith the hours available for mobile enforcement. This presented an increased road safety risk to the East Safety Camera Unit and the decision was taken to change the technology from mobile to a fixed camera. As with all fixed camera installations, the impact on speed compliance and collisions will be reviewed every year and a full assessment 3 years post-installation.
