Information requested

You asked for a list of bridge structures managed by Transport Scotland that are confirmed or suspected to contain asbestos-containing materials (ACMs).

For each relevant asset:

  •  Name or reference number
  •  Route/road designation and location
  •  Type and condition of asbestos
  •  Status of any monitoring or removal plans
  •  Date of last inspection identifying asbestos

Please also indicate if any standard procedure exists to identify and document asbestos in bridge assets across the national trunk road network.

Response

In line with the Control of Asbestos Regulations 2012, an Asbestos Management Plan has been prepared for Transport Scotland’s highways asset. An Asbestos Asset Plan (AAP) has been produced for each bridge which is a document that outlines how to manage asbestos-containing materials (ACMs) on a specific site, ensuring the safety of workers and the public. They also contain an initial assessment of records in order to establish whether asbestos is present. These are reviewed every two years.

A summary of the results of these assessments are included in Annex A. “Yes” means that there is evidence that the structure contains asbestos. For the majority of cases, “Unknown” means that the structure is thought not to contain asbestos but, in line with the Regulations, asbestos is assumed present unless there is evidence to the contrary.

Results at a glance (please refer to Annex A for full breakdown):

Yes – 15

Unknown – 1981.

Of the “Unknown” bridges 242 were constructed in or later than 2000 and, according to the Regulations can be assumed to not contain asbestos.
