Information request and response under the Freedom of Information (Scotland) Act 2002
Information requested
You asked for information in relation to your organisation’s contract register, procurement strategy, and key contact information.
1. Contract Register: Please provide a complete and current extract of your organisation’s contract register or equivalent database. We are not asking you to compile new information or manually populate missing fields – we simply request the register in its existing form, preferably in Excel or CSV format.
Where available, we are particularly interested in the following fields (though this is not a strict requirement):
- a. Contract Title
- b. Supplier Name
- c. Estimated Spend (Total or Annual)
- d. Contract Duration and Total Period (including extensions)
- e. Contract Start and Expiry Dates
- f. Review Date
- g. Contract Description
- h. Contract Owner (Name, Job Title, Contact Details if available)
- i. Contract Notes
- j. Managing Department
- k. Award Date
- l. Participating Organisations
- m. Procurement Category
- n. Framework or Tender References
- o. Central Purchasing Body
- p. Classification Codes (CPV, Pro-Class, etc.)
Please don’t spend time populating these fields if they aren’t readily available – we welcome receiving the raw register as it exists in your system.
2. Total Number of Active Contracts: Please confirm the total number of contracts currently listed as active.
3. Procurement Strategy (2025/2026): Please provide your organisation’s Procurement Strategy for 2025/2026.
If this is part of a multi-year strategy (e.g., 2024–2028), please provide the most recent version covering 2025/2026 or indicate when this will be available.
If any parts are redacted, please identify the redacted sections and the reason.
4. Contact Information: If possible, please provide the name, job title, phone number, and email address for the following roles:
- Responsible officer for API access or data sharing (if applicable)
- Individual managing the contract register
- Finance Director
- Head/Director of Procurement or Purchasing
- Head/Director of ICT
- Head of Estates and Facilities
- Relevant Committee Member, Councillor, or Board Member for Procurement/Finance
If direct contact details are restricted due to GDPR, please indicate the best department or method of contact.
5. Additional Notes
- If your contract register is available via an online portal, please ensure all records are accessible (as some portals may only show summary data).
- If your organisation uses a contract management system or CRM, please confirm whether it allows for data exports.
- If you intend to withhold spend figures, please note that we are requesting an overall total or indicative spend only – not a line-by-line financial breakdown.
- Format and Delivery - We would appreciate receiving the information in electronic format, ideally as Excel or CSV, within the statutory FOI response period.

I enclose a copy of some of the information you requested in the format you asked for. This is attached at Annex B.
Public Contracts Scotland hosts a Register of contracts that includes details of contracts valued at £50,000 and above awarded by Transport Scotland.
However, as your request covers all existing/live contracts, the excel attachment attached at Annex B includes information for all live contracts and frameworks regardless of value. This information has been exported from our Contracts Management System, and includes the information requested at:

1.c. Estimated Spend (Total or Annual) – The estimated total spend should not exceed the contract value provided in the table
1.e. Contract Start and Expiry Dates
1.j. Managing Department
1.m. Procurement Category

However, while our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions apply to the information requested.

2. There are 165 live contracts on the Transport Scotland contracts register as at 11 June 2025.
3. The 2024/2025 Transport Scotland Procurement Strategy can be accessed on the Transport Scotland website. The strategy for 2025/2026 will be published shortly.
4. Contact details requested are as follows: The Procurement Support Manager is responsible for maintaining the contract register and data sharing. They can be contacted at TS_Procurement_Governance@transport.gov.scot. Lawrence Shackman holds the role of Director of Purchasing. Kerry Twyman holds the role of Director of Finance and Corporate Services, which includes our Finance, ICT and Facilities teams. The Senior Management Team (SMT) are members of the Investment Decision Making Board. Details of the SMT are available on the Transport Scotland website.
Transport Scotland staff ‘hot-desk’ and do not have assigned telephone extension numbers. Any correspondence for our Directors should be directed to the Corporate Correspondence Support team.
ANNEX A
REASONS FOR NOT PROVIDING INFORMATION
1.h. Contract Owner (Name, Job Title, Contact Details if available) An exemption under section 38(1)(b) of FOISA applies to some of the information you have requested for full contact details of contract owners because it is personal data of a third party and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018.
This exception is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exception.
However, I can confirm that the Procurement Support Manager is responsible for the maintenance and update of contract information and data sharing where appropriate and can be contacted at TS_Procurement_Governance@transport.gov.scot.
1.d.. Contract Duration and Total Period (including extensions)
Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the website(s) listed, then please contact me again and I will send you a paper copy.
1.d. Information regarding duration of the contracts can be worked out from the start and end dates (which includes any agreed extension) included on the Excel worksheet included at Annex B.
