Recruitment agency information: FOI release

Information requested

1. Could you provide the total amount the Scottish government has spent on recruitment agencies for temporary and permanent staff every year from 2019/20 to 2024/25 or to the latest annual figures?

2. Could you provide the total number of staff hired from recruitment agencies every year from 2019/20 to 2024/25 or to the latest annual figures?

3. Could you provide the names of the recruitment agencies used in the latest annual figures and a breakdown of money paid to them?

Response

1. Total spend on recruitment agencies from 2019 to 2025 can be found on Annexe B. This includes all spend by Scottish Government core Departments against the following frameworks -Temporary and interim staff services framework agreements: 2019 to 2023 - gov.scot and Procurement - temporary and interim staff services frameworks 2023 to 2027 - gov.scot

The Scottish Government does not have the information you have asked for regarding the recruitment of permanent staff. This information is not held by the Scottish Government because we do not use the temporary staff frameworks for our recruitment of permanent staff. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.

2. There are workforce statistics published which includes a breakdown of Contingent Workers. Scottish Government workforce information - gov.scot I have condensed this into Annex A.

3. Procurement document on the supplier frameworks can be found here Procurement - temporary and interim staff services frameworks 2023 to 2027 - gov.scot which lists the recruitment agencies we currently use.

Annex B also contains the names of the recruitment agencies used in 24/25, the latest annual figures, and the money paid to them in that year.
