Affordable Housing Supply Programme data for Aviemore: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

I'm researching housing in Aviemore. I'm looking for data on AHSP-funded housing developments (approvals, starts and completions) from 2015 to 2025 for the following data zones:

S01010539 - Badenoch and Strathspey Central - 04
S01010538 - Badenoch and Strathspey Central - 03
S01010537 - Badenoch and Strathspey Central - 02
S01010536 - Badenoch and Strathspey Central - 01

Do you have that? Also, if it's possible for that data to be categorised by which type of AHSP development (social rent, other affordable rent, affordable home ownership) that would also be handy.

Response

The excel documents attached to this response provide a breakdown of all homes approved, started, and completed in The Highland Council area between 1 April 2017 and 31 March 2025. The breakdown of homes includes date, financial year, postcode and tenure type (social rent, other affordable rent and affordable home ownership).

For homes delivered between 1 April 2015 and 31 March 2017 it should be noted that this information was migrated from a previous recording system which was replaced by our current HARP (Housing and Regeneration Programme) system in 2017. As such, we do not have the postcode data available for projects prior to 1 April 2017.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under both section 17 (information is not held) and section 38(1)(b) (personal information) of FOISA applies to that information. The reasons why these exemptions apply are explained below.

An exemption under section 17 of FOISA applies to the request for information relating to specific data zones. We are unable to provide this as information we do not hold this specific type of information. We have instead provided postcode data which we do hold. Using this data, you should be able to source the required data zone information for each postcode provided using the National Records of Scotland (NRS) Scottish Postcode Directory (SPD) which contains details of the specific data zones as originally requested.

An exemption under section 17 of FOISA applies to the request for information relating to postcode data prior to April 2017, as we do not hold that information.

An exemption under section 17 of FOISA applies to the request for information relating to postcode data for three projects approved in 2017-2018, as we do not hold that information.

An exemption under section 38(1)(b) of FOISA applies to some of the information you have requested as data relates to individual property purchases. We have redacted the postcodes of projects where only one home was delivered to ensure third party confidentially, and that no individual could be identified.

These exemptions are not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
