Information requested
Any correspondence between the Scottish Government and the R&A between January 1 2025 and the current date.
Response
I enclose a copy of most of the information you requested.
Exemptions under sections 38(1)(b) personal information and 39(1) safety of FOISA applies to some of the information you have requested.
An exemption under section 38(1)(b) of FOISA applies to some of the information because it relates to people below the grade of a senior civil servant and also relating to a person’s health condition.
An exemption under section 39(1) of FOISA applies to some of the information you have requested as it contains the vehicle registration number of the Government Car Service. This is a formal notice under section 39(1) of FOISA that the disclosure of information would, or would likely to, endanger the physical or mental health or the safety of a group or an individual.
Our application of this exemption is subject to the 'public interest test'. Taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information now outweighs the public interest in applying the exemption. We have concluded that, on balance, the public interest lies in favour of upholding the exemption, since disclosing the registration numbers of vehicles on the Scottish Government fleet and those that have been disposed would or would likely to, endanger the physical or mental health or the safety of an individual.
