Ferguson Marine (Port Glasgow) funding information: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

In July 2024 the Deputy First Minister announced that the Scottish Government would invest up to £14.2m at Ferguson Marine (Port Glasgow) with the aim of improving productivity and building a sustainable future. Under FOISA legislation I would like to ask:

1. How much of this funding has been transferred to FMPG by today’s date, 28/4/25? Please note I am asking how much as been made available to FMPG and transferred to the company’s bank accounts, rather than how much has been “allocated” but not yet transferred.

2. Please also note I am not asking for commercially sensitive information on how FMPG intends to spend this money, although the firm has already put a detailed list of its spending intentions into the public domain in correspondence to the public audit committee on 10 March 2025.

Response

The answer to your question is:

The Scottish Budget: 2025-26 published on 4 December 2024 allocated £46.0 million of capital to Ferguson Marine for the financial year commencing 1 April 2025 (with details in Table 9.13: Ferguson Marine Spending Plans (Level 3).

This allocation is designed to cover capital spending associated with completion of the MV Glen Rosa and investment in yard capital equipment and infrastructure in the current financial year. Over the current and next financial years, 2025-26 and 2026-27, the Scottish Government is committed to invest up to £14.2 million in Ferguson Marine’s investment programme subject to standard commercial tests being met.

Work on Ferguson’s investment programme began in December 2024, with approved funding being directed towards addressing essential repairs and new equipment to enhance yard productivity. We await invoices from Ferguson Marine.
