Copies of all materials intended to train or otherwise direct Scottish Government employees tasked with drafting FOI/EIR responses how and when to apply exemptions from the FOISA.
Response
We are interpreting your request as materials used to train Scottish Government employees on the application of exemptions for FOI/EIR responses and materials available to guide Scottish Government employees on the application of exemptions for FOI/EIR responses.
I enclose copies of the guidance materials intended to assist Scottish Government employees in applying exemptions in dealing with FOI/EIR responses. Links contained within this guidance (document 1) and the exemptions/exceptions table (document 2) signpost Scottish Government employees to more detailed guidance published by the Scottish Information Commissioner. The templates document (document 3) provides an outline for Scottish Government employees in drafting their FOI/EIR response when applying an exemption.
The training material requested in dealing with drafting FOI/EIR responses is exempt from disclosure as it is considered to be reasonably obtainable elsewhere; this is because this was released as part of a previous Freedom of Information response - 202300374455 to you on 26 September 2023 (can be found at page 341 onwards).
