Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
1) When the SPPA first informed the Scottish police federation [SPF] that interest would be payable on these contributions and also the first time the SPF were informed of the final interest rate.
2) When the SPPA first informed affected members that interest would be payable on these contributions and also the first time the SPPA informed members of the final interest rate.
3) Any evidence the SPPA can provide that they would have accepted or refused a members contributions if they were offered after October 2023, when it was legally possible, and before the member was issued their remedy statement from October 2024.
4) I have asked about the discretionary powers of the fund manager however this question has not been addressed in the responses. Perhaps you can clarify?
5) I tried to find published FOI requests from the SPPA to ensure I was not going over something already covered but was unable to do so.

Response
1) SPPA communicated to police stakeholders, including the Scottish Police federation [SPF] on 5 October 2022, that interest would be payable on these contributions and also informed of the final interest rate.
2) Treasury Directions on interest were published on 10 December 2022 and different member groups were informed at different times. The first members were informed directly from 1 October 2023. The last update on the SPPA Active / Deferred member website was on 30 September 2024 providing guidance about interest on contributions.
3) While our aim is to provide information whenever possible, in this instance the SPPA does not have the information you have requested.
4) This is referencing a previous communications exchange outside of the FOI request. We do not have access to that correspondence.
