Information request and response under the Environmental Information (Scotland) Regulations 2004.
Information requested
Appearing on the BBC Question Time programme on 6th February 2024, the Deputy First Minister, Kate Forbes, said:
“The reason Grangemouth had lasted for as long as it had is because of financial support that we had put in place and plans for its future.”
Please can you provide full details of the financial support provided by the Scottish Government, including the dates of all payments.

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.
This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

We have carried out internal searches to identify financial support provided to Petroineos beyond the grants listed above. We can advise that, though the above table is exhaustive of information held by the Scottish Government as regards Scottish Government support provided to the Refinery business, external bodies and agencies might hold information pertaining to public sector support for the business.
In relation to any financial support through the non-domestic rates system, the Scottish Government does not have this information because the administration of non-domestic rates including the award of reliefs is a matter for Local Authorities.
