Can you confirm if the NIDMAR programme was initially set up with NHS Fife.

Response

The answer to your query is that the 5-Year Scottish Government National Institute of Disability Management and Research (NIDMAR) training programme, a key Ministerial (Programme for Government 2018-19) commitment, was delivered in partnership with the training provider Well Working Matters Ltd – who were the sole UK licence holder for the NIDMAR training.

An employee was seconded to the Scottish Government from Fife Health and Social Care Partnership (HSCP) to help deliver this initiative. This arrangement was set out in a Service Level Agreement (SLA) between the Scottish Government and Fife HSCP, effective from 1 February 2019.

SLAs are a contract for services not readily available within the Scottish Government. They are a procurement relationship between the Scottish Government Health and Social Care Directorates and NHS Scotland under the ‘Teckal Exemption’. This exemption allows NHS Scotland to provide services to the Scottish Government without the need for a competitive procurement or tender exercise.
