Information requested
During November and December of this year, contractors working on behalf of Transport Scotland have conducted maintenance/repair of navigation lights on the Friarton Bridge (M90) by Perth.
Question 1: What has the total cost of the above mentioned works been?
Question 2: Please provide a brief description of the scope of the works?
Question 3: Please mention whether any part of the cost was covered by Amey Plc under the terms of their contract for the operational maintenance of that roadway?
Question 4: Please confirm that the navigation lights are for the benefit of mariners and not related to aircraft safety.
Response
As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.
This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.
I have kept your numbering for ease of reference. Please note that no works were undertaken on the navigation lights in November or December of 2024. Emergency repair works were undertaken in October 2024.
1. Repair of the navigation lights in October 2024 cost £1,766.16.
2. Perth Harbour notified Amey of issues with the lights, noting that the centre span south (east) white light was extinguished, south span fixed red light lower was extinguished and north span fixed green was flashing out of sequence as charted. Traffic management was installed and temporary Varioguard barriers were moved to facilitate repairs to the navigation lights.
3. Costs associated with the navigation light repairs were paid by Transport Scotland as the works involved emergency repair of defective lights and not routine or cyclic maintenance. Costs associated with traffic management and movement of temporary vehicle restraint systems are covered by lump sum activities within Amey’s contract and, as such, no additional costs were passed to were passed to Transport Scotland.
4. The navigation lights repaired are for mariners.
