Information requested

Copies of documents referred to in our FOI 202400414331 which were contained in a document called ‘Scottish Govt championing inclusive cultures pre-work V4.pdf’.

The documents requested are entitled:

4. Equality Outcomes Mainstreaming Report 2021
5. Recruitment and Retention Plan for Disabled People 2019

You have also asked us to provide any updated versions or superseding documents as of present date, and an account of what changed in the update/new version and why the change was made.

Response

1. Delivering Diversity – A current copy has been provided.

While our aim is to provide information whenever possible, under section 17(1) we are unable to provide all the information you have requested as we do not hold copies of older versions of this webpage.

However, we can confirm there was an amendment made on 9 June 2023 to the webpage: ‘complete the inclusive culture training for all staff and inclusive recruitment training for recruitment panel members’ The words ‘for all staff’ replaced previous wording of ‘for managers or for senior civil servants’

2. Grievance Policy - Copies of Policy April 2022 and amendments made in 2024 have been provided.

The policy was amended in 2024, to include a paragraph in Section 2 on minister’s or former minister’s behaviour and inserted links to guidance. There were also minor amendments in preparation of moving to a different HR System (Oracle Cloud).

3. Diversity Objectives – A copy of the Diversity and inclusion objectives guidance 2022 and 2024 have been provided.

The guidance was updated in 2024 to provide a fuller range of examples and advice to support employees in creating their objectives.

4. Equality Outcomes Mainstreaming Report 2021 – This document is already in the public domain, Equality Outcomes and Mainstreaming Report 2021: Mainstreaming Report.

5. Recruitment and Retention Plan for Disabled People 2019 – This document is already in the public domain, A Fairer Scotland for Disabled People: Scottish Government Recruitment and Retention Plan for Disabled People 2019 and superseded by diversity-inclusion-employerstrategy-scottish-government.pdf

The original Recruitment and Retention Plan for Disabled People 2019 covered a three-year period. The Diversity and inclusion employer strategy replaced this in April 2024.

6. Wellbeing and staff support - Disability and you - A current copy has been provided.

However, we can confirm the following changes have been made to the webpage:

On 21 September 2023, the sentence

“Social Security Scotland colleagues should refer to their workplace adjustment passport page to find out about the service offered to you”.

was amended to read:

“Social Security Scotland colleagues will not be able to access these links and should refer instead to their wellbeing toolkit page to find out about the service offered to you”.

On 11 March 2024, the bullet point on page 3:

“Social Security Scotland colleagues should refer to their workplace adjustment passport page to find out about the service offered to you”.

was amended to read:

“Social Security Scotland colleagues should refer to their workplace adjustment passport page to find out about the service offered to you”.

On the same date, the reference to the workplace adjustment passport on page 5 was changed to read wellbeing toolkit.

On 9 October 2024, this line was added to page 2:

“If you feel that you have a disability, you can add details of it on Oracle Cloud. This is voluntary, but your participation will help us monitor and improve our policies and working practices.

Find out how to complete your diversity information on Oracle Cloud.”

On 21 November 2024, this line was removed from page 7:

“Find out more in the performance management guide”.

7. Race Recruitment and Retention Action Plan – This document is already in the public domain, Scottish Government Race Recruitment and Retention Action Plan.

It was superseded by the diversity-inclusion-employer-strategy-scottish-government.pdfin April 2024.  

8. Staff Networks Overview – A current copy published 30 April 2024

While our aim is to provide information whenever possible, under section 17(1) we are unable to provide all the information you have requested as we do not hold copies of older versions of this webpage and personal information has been redacted under S38(1)(b).

However, we can confirm the following changes have been made to the webpage. The table outlining the names and responsibilities have been updated.

9. Trans and Non Binary Inclusion Policy - This document is already in the public domain. Scottish Government's Transgender Policy: FOI release - gov.scot.

There has been no change made to this document during the period requested.

10. Diversity and Inclusion Curriculum - A current copy of the Diversity and Inclusion Tab.
