Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
1. Of all Scottish Government employees, could you please provide the total number of employees that fall into each pay scale and the median salary in each pay scale grade. For example, A3, A4, B1 etc.
2. Whether the Scottish Government employees can be designated as ‘high performing’ or ‘high achieving’ in relation to these pay scales and if so how many and what percentage of employees have such status.

Response to Question 1:
Please see table below detailing the total number of Scottish Government Core employees that fall into each pay scale and the median salary in each pay scale grade as at the 31st March 2024. Please note we have interpreted ‘employees’ as Scottish Government Core Employees on grades A3-C3, based on your request for grades A3, A4, B1, etc.

Response to Question 2:
Scottish Government staff receive annual performance assessments at the end of each performance year (1 April to 31 March) and are assigned a performance marking relating to their performance during the relevant performance year. Please note as we use the terms ‘highly effective’ and ‘exceptional’ in our ratings we have therefore interpreted ‘high performing’ to be ‘highly effective’ and ‘high achieving’ to be ‘exceptional’ to match the ratings we use. On that basis, please see the table below detailing the number and percentage of employees that have been designated as each of these performance markings in relation to the pay scales as at 31st July 2024. The performance marking information relates to the performance year 1 April 2023 to 31 March 2024.
