Information requested

1. The number of heat pumps in government owned buildings?

2. A breakdown by each of the past five financial years?

3. The number of gas boilers in government buildings?

4. A breakdown by each of the past five financial years?

Response

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. Therefore we are refusing part of your request under the exception at regulation 10(4)(a) of the EIRs. The reason why that exception applies are that the Scottish Government does not hold data on heat pumps and gas boilers installed in every building owned by Scottish Ministers. The Scottish Government only holds data on buildings which form part of the Core Scottish Government Estate.

As the exception is conditional we have applied the 'public interest test'. This means we have, in all the circumstances of this case, considered if the public interest in disclosing information outweighs the public interest in applying the exception. We have found that, on balance, the public interest lies in favour of upholding the exception. While we recognise that there may be some public interest in information about heat pumps and gas boilers in Government owned buildings, clearly we can not provide data we do not hold.

For buildings on the Core Scottish Government Estate the answer to your question is:-

1 - There is 1 building with a heat pump.

2 - The heat pump was installed in 2022 prior to that there were no heat pumps in Core Scottish Government buildings.

3 - There are 42 individual gas boilers in owned buildings on the Core Scottish Government estate.
