Information request and response under the Freedom of Information (Scotland) Act 2002.

Information requested

The following information on the development of the coding framework for free-text responses on trans status or trans history:

1. The amount spent with external consultants and any other body on the research including publication and all other external costs.

2. An estimate of the amount of time people spent on the research. As a minimum I would like to know when the research started and when it finished with a final document.

Response

1. There was no money spent on external consultants or other bodies on the research or publication of the coding framework. There were no other external costs associated with the development of the framework.

2. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have all the information you have requested.

Specifically, we are unable to estimate the time people spent on the research. The coding framework was published by staff in the Office of the Chief Statistician, however research on this topic was carried out by staff in National Records of Scotland.

Correspondence between the Office of the Chief Statistician and National Records of Scotland regarding the publishing of the framework commenced on 13 May 2024 and the framework was published on the Scottish Government website on 16 October 2024.

An update to the framework was published on 18 December 2024 which included more information about how the framework was developed.

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have some of the information you have requested.
