Capital borrowing and bonds programme costs: FOI release

Information requested

In this FOI release (Capital borrowing and bonds programme costs) the Scottish government said it has incurred external costs of £20,000 plus VAT on the programme to issue the first Scottish government bond. Can you please provide:

1. A breakdown of which external vendors these costs were paid to and when. If the total external costs have risen above £20,000 plus VAT since the previous FOI release, please include new external costs.

2. For each vendor listed in response to Q1, what services they provided. I'd like the wording used in the contract or tender where available.

3. Any documents or presentations produced by each vendor. For example, if they were asked to write a report on the feasibility of bond issuance, I'd like that document.

4. Minutes and agendas of any meetings or calls between the Scottish Government and these vendors.

In answer to questions (1) and (2):

One contract of £20,000 excluding VAT was awarded to N.M. Rothschild & Sons Limited, all further details you requested are included within the contract award notice published here: View Notice - Public Contracts Scotland. No further external costs have been incurred to date.

In answer to questions (3) and (4):

While our aim is to provide information whenever possible, in this instance we are unable to provide the information you have requested because an exemption(s) under sections s27(1) (information intended for future publication), s.29(1)(a) (policy formulation), and s.38(1)(b) (personal information)] of FOISA applies to that information.
