The table presents a mixture of Outturn (spending) data (to 2021-22) and Budget information for the later years.

The data is drawn from a number of sources.

Within the document, table A.1 can be found. This summarises the overall block grant to the Scottish Government from 2016-17 to 2024-25 as of Main Estimates 2023-24 with more detail of the breakdown on how this has changed available in the other tables.

In this table 2016-17 to 2021-22 show outturn, 2022-23 to 2024-25 show plans.

As a result of recent fiscal events following publication of this table, the amounts for 2022-23, 2023-24 and 2024-25 need to be amended to reflect any funding changes since July 2023.

The 2024-25 numbers have been updated to reflect the outcome of the recent Autumn Statement 24/25.

In order to have a comparison going back to 2007-08, numbers have been gathered from several publications which show the outturn position.

For 2007-08 to 2009-10, the numbers are sourced from;

For 2010-11 to 2014-15, the numbers are sourced from

More detail on spending is set out in the Scottish Government consolidated annual accounts published each financial year, which provides the final outturn for the year, latest version is available here;

The Scottish Government Consolidated Accounts for the year ended 31 March 2024 - gov.scot       

The consolidation accounting boundary comprises core Scottish Government, executive agencies (each linked to a specific portfolio), the Crown Office and Procurator Fiscal Service, and the NHS bodies responsible for the planning, promotion, commissioning and the delivery of healthcare. The consolidated accounts report actual outturn and compare it to the budget authorised by the Scottish Parliament, each stated on the same accounting basis.

Within the accounts, there is a split showing resource outturn and capital outturn.

We do not hold budget information going back to 2007-08, only outturn.
