Information requested

“On the 16/5/24, Minister for Equalities Kaukab Stewart met Glasgow City Parents. I’d like to ask for the minutes from that meeting, how long the meeting lasted and who attended.”

Response

In reference to the meeting between Kaukab Stewart, MSP, Minister for Equalities, and Glasgow City Parents Group on 16 May 2024, your request asks for 1) the meeting minutes, 2) meeting duration, and 3) confirmation of attendees. We will respond to each in-turn.

1) Minutes

Your request asks for the minutes from of the meeting between Kaukab Stewart, MSP, Minister for Equalities, and Glasgow City Parents Group on 16 May 2024. We interpret this to include formal meeting minutes held from the aforementioned meeting.

I enclose a copy of most of the information you requested. While our aim is to provide information whenever possible, in this instance we are unable to provide most of the information you have requested because exemption 38(1)(b) personal information, of FOISA applies to that information. The reasons why this exemption applies is explained in the Annex to this letter.

2) Duration

Your request asks for the duration of the meeting between Kaukab Stewart, MSP, Minister for Equalities, and Glasgow City Parents Group on 16 May 2024.

We can confirm that this meeting lasted for 45 Minutes.

3) Attendees

Your request asks for the attendees of the meeting between Kaukab Stewart, MSP, Minister for Equalities, and Glasgow City Parents Group on 16 May 2024.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemption 38(1)(b) personal information, of FOISA applies to that information. The reasons why this exemption applies is explained in the Annex to this letter.

While the exemption relating to personal information applies to the names of attendees, we can provide some additional information that this meeting was a group discussion facilitated by the Glasgow City Parents Group. The event was open to Parent Councils and parents/carers as an opportunity to meet with Scottish Government Ministers and officials to discuss the proposed legislation to ban conversion practices which was outlined in a public consultation that ran from 9 January to 2 April 2024. As can be seen from the attached minutes, in addition to three Scottish Government officials and a member of Glasgow City Parents Group who acted as a facilitator, there were six attendees.

REASONS FOR NOT PROVIDING INFORMATION

Exemption under section 38(1)(b) ‘Personal Information’

An exemption under section 38(1) (b) ‘Personal Information’ of FOISA applies to some of the information you have requested. This has been applied to names, email addresses, contact numbers, pronouns and salutations where necessary.

This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
