Annually, from 2018 to present, how many civil servant man-hours** are ‘available’*?

Annually, from 2018 to present, how many civil servant man-hours are spent on Diversity, Equity and Inclusion (DEI/EDI) training?

Annually, from 2018 to present, the cost of civil service time allocated to doing DEI/EDI training.

Annually, from 2018 to present, civil service expense on creating and procuring DEI/EDI training materials.

Annually, from 2018 to present, number of full-time equivalent civil servants employed for EDI/DEI purposes (i.e. for DEI training, to monitor compliance etc.).

Annually, from 2018 to present, total expense of DEI/EDI policies to the civil service, broken down as appropriate.

Response

The answer to your questions in relation to the Scottish Government civil service are below. The information has been included per financial year.

1. Annually, from 2018 to present, how many civil servant man-hours are ‘available’?:

This information is not held in this form, however the following should allow you to estimate the measure of hours which you describe.

The Scottish Government publish official workforce statistics on a quarterly basis here Scottish Government workforce information - gov.scot (www.gov.scot). The statistics include a quarterly snapshot of the number of full time equivalent directly employed Scottish government staff. A full-time employee is contracted to 37 hours per week. Scottish government employees are entitled to 25 days annual leave rising to 30 days after 4 years of service and an additional 11.5 days public and privilege holidays.

2. Annually, from 2018 to present, how many civil servant man-hours are spent on Diversity, Equity and Inclusion (DEI/EDI) training?:

While our aim is to provide information whenever possible, in this instance the Scottish Government does not hold the full information you have requested as this information is not recorded prior to June 2021.

The Scottish Government introduced inclusive culture training in June 2021. I have therefore included the breakdown of hours in relation to the information our records show:

Hours spent on inclusive culture training:
2021 - 2022: 9136
2022 - 2023: 6469.75
2023 - 2024: 1422
2024 to date: 1080.5

3. Annually, from 2018 to present, the cost of civil service time allocated to doing DEI/EDI training:

While our aim is to provide information whenever possible, in this instance the Scottish Government does not hold the information you have requested as this information is not recorded.

With regards to delivering our statutory requirement please note the following;

2018-2019: 4 staff members
2019 -2020: 4 staff members
2020- 2021: 4 staff members
2021- 2022: 9 staff members (1 staff member 0.6 FTE)
2022 -2023: 9 staff members (1 staff member 0.6 FTE)
2023 - 2024: 10 staff members (1 staff member 0.6 FTE and 1 staff member 0.4 FTE)
2024 to date: 9 staff members (1 staff member 0.6 FTE and 1 staff member 0.4 FTE)

6. Annually, from 2018 to present, total expense of DEI/EDI policies to the civil service, broken down as appropriate:
