1. Did the Scottish Government receive an invitation to attend the second Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons, held at the United Nations Headquarters in New York from 27th November to 1st December 2023?

2. If so, did anyone representing the Scottish Government attend the meeting?

3. Please disclose all correspondence sent or received by the Scottish Government relating to this meeting.

Response

1. The Scottish Government did not receive an invitation to attend the second Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons.

2. Not applicable.

3. I have attached a letter sent to the First Minister that is in-scope of this Freedom of Information Request. I have also included the response issued on behalf of the First Minister. Both documents have redactions applied using an exemption under section 38 (1) b, further detail on the use of this exemption can be found below.

Exemption under section 38 (1) b
An exemption under section 38(1)(b) of FOISA applies to some of the information you requested.

This is because it is personal data of a third party, ie names/contact details of individuals, and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018.

This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
